There are two types of data that the OFR will collect: Reference Data and Business Confidential Data. Reference Data includes common identifiers for firms and their subsidiaries and for financial instruments. The OFR is required to make this data available to the public. Business Confidential Data includes balance sheet information and reports on trading and other financial activities needed in order to understand how firms are interconnected. This data would only be available to the OFR and FSOC for the purpose of assessing and responding to threats to the financial system. Summaries could be released to the public, at the direction of the FSOC, if it helps improve transparency and if it does not compromise business confidential information or anyone's intellectual property rights. The bill as it is currently written includes very strong requirements to protect the security of Business Confidential data. The effective protection of data is a function carried out by many government agencies, such as the Defense Department, the Census Bureau, and the intelligence agencies.
